Duval county had zero access to the beach but you could surf if you could get in the water without touching the sand, I.e. boat, or paddle around the jetties….while St. John’s and Brevard county, just down the road, had full access the entire time. There was only 2 decent days during the 2 month beach closure but you could find access if you wanted itQuick question.
