I'd like if someone who knows these kind of things could weigh in on this one. Is this going to create a black market for menthols, or will the existing menthol consumers switch to something else, and lack of minty flavor will result in fewer people taking up the habit?
Right because it would totally impossible to buy menthols in Mexico or on an Indian reservation or the internet and sell them to costumers illegally on the street where police would enforce the law JUST LIKE THEY DO WITH people selling loosies in NYC.
