Always wondered this too.
Or the one with the USA owners. Pretty hard to imagine they let a bunch of NorCal gringos come down and open up a resort no strings attached.

what does it matter what Cartel it is ? Too funny to even be even wondering about it. Just people working like you and me....
Had bad wind wind for half my trip. I think it also needs a pin straight 180 south to really work.
Have traveled all over Mexico and worked down there for years. Sat next to the "Cartel" having Dinner, been to my work, have friends that work for them, seen the planes flow low in the night and boats going North in the afternoon when all the Fishing Pangas are coming South. Scorpion Bay is now run by them and rules are in place even for the locals.
My cook at my work makes a delicious Pozole and weird Im still alive.
