The whole thing is a Gordian Knot. Generals cover down on DC consensus. They almost never resign instead of carrying out policy they disagree with, but they rarely disagree because war is a great career opportunity and R&D opportunity for the defense industry where they intend to work when they retire. Or they become lobbyists. The Cincinnati are long gone.
