If I were in charge of a country during a pandemic and there was a vaccine available that would prevent millions from getting sick and prevent thousands from dying I would make every effort possible to make the vaccine easily available to as many as possible. Why not?
Would you properly test it first or would you inflict your untested vaccine on a huge percentage of the population who's mathematical risk from the virus is statistically 0?
