Toasting is just warming to a point that the bread starts changing. You don't need a toaster to toast, and you can warm things in a toaster without actually toasting it.

Point is, that's a moot point

However, a tortilla is literally toasted, not warmed before eating. It is usually warmed again, and sometimes there will be some aspects of toasting from the warming process in addition to the initial cooking process
