Say the call was real and nothing came of it- is that better in some way?

using your example, say if Tim Cook acting as the CEO Apple on some type of Apple business call did this he could be fired & be criminally/financially liable for fraud. Why should Cheeto acting as President representing all citizenses & business in the US be held to a lesser bar.
