Calif. has outlawed certain types of guns and accessories, meaning it's an offense if you buy one or possess one outside of the parameters of those laws. Calif's laws are more restrictive than federal law in that example, which is perfectly fine so long as they don't contravene the Constitution. What Calif. cannot do is nullify the application of federal law by the feds.
Not sure I follow you. I get what you are saying, but not sure how that addresses my question. I'm confused about why the HPD thinks that possessing a medical marijuana card - but not actual marijuana - is enough to rescind 2A rights? No conviction for anything, but they still think they have standing to take guns?
