A resource that everyone uses is different than a resource that only some people are using. As I said, we're talking about a disparate impact on the poor who are literally subsidizing a commodity they don't have access to.

Probably the best option is something along the lines of this where an electric motor drives the car while a gas or diesel generator replenishes the batteries as needed. Still a long way to go before something like this is desirable and affordable for the masses.
