If the constitution puts “Congress under Congress” why were resolutions needed? Does the Senate know that “Congress“ only includes the House and its Speaker?

You didn’t address the fact the Capitol Police Board is actually responsible for security at the Capitol. You didn’t address the fact that neither Pelosi nor McConnell are on that board. Why?
