There is no need for a former employee to have the keys to the building or a log on to the computer network. Same thing here. If another administration hires him they are welcome to give him access.
On a side note, I was in an office last month when the company figured out that an employee who had quit and gone to work for a competitor 6 months prior had left himself a back door into the computer network and was logging in at night and on the weekends and accessing customer, sales and marketing information. They had the police on hand and everything. I bet that sort of thing goes on a lot more often than people realize.
