Reporter did not hear the speech himself to confirm.
I'd like to see the actual speech of what was actually said. Many "people" will make all kinds of interpretations/assumptions of what was said in a speech, particularly if they are trying to confirm their own bias.
Not saying it didn't happen as reported, but we've all seen plenty of this type of 2nd hand reporting leaving all objectively out the door, and spun to meet political narratives pushed constantly.
