The inside of the bag is a 9. The outside of the bag is a 7. I have some assorted shoulder straps lying around, but I can't guarantee it would be the original shoulder strap. One could rig a shoulder strap... but when you load this puppy up it's not the kind of contraption that you sling over your shoulder.
