A Bay Area Democratic legislator has introduced a bill that would require all registered California voters to return their ballots, either by mail or to a vote center, even if left blank.

How would that square with the ballot harvesters? Hey, I just read that the state was hiring 25,000 property appraisers ahead of the passing of Prop 13 revised.

Good way to get Prop 13 to pass, though.

Best way to prevent that Prop 13 passing is to make sure it also applies to religious real estate holdings. Backlash would be huge.
