Not really, in my experience.
But the cuff over has always trapped water in for me.

It does IMO. It lets a tiny bit of water in when you first hit the water, but not much after that. I've tried doing it cuff over the suit, but for some reason the cuff gets twisted in all different angles and i always feel like its going to unstrap on me.
