Of course depression and personality disorders are mental problems. Just look at you Uh, no, what I said is that for anyone TO BE independent (or close to it) they will eventually need to take charge of their own recovery because it is not realistic or practical to monitor them 24/7. This could be after transitional supportive housing and counseling, but at some point more responsibility will fall on them. Otherwise, the only solution is to either institutionalize them or ignore the problem, both of which are costly.
