Of course it's a slur. So what? A lot of terms are offensive slurs, hence their utility. That's why they exist and that's why people use them - to offend the person they're referring to. Those terms still aren't hate speech because hate speech doesn't exist. They're just speech, offensive though they may be.

What progress? I never said offensive speech wasn't offensive. The whole purpose of offensive speech is to offend and to be rude and mean to each other. That's why it exists, it's why we use it and it's why we will never outlaw it. We need it in order to offend each other - which, BTW, is exactly how it's used. By (virtually) everybody.

It was a really dumb thing for him or them to do. It might get the kid in the pic kicked out of the academy. The Army isn't going to tolerate it.
