If you watch the video link $kully posted you see the opposite of mitigation and adaptation. Whoever engineered that street and retention walls created a perfect drainage for exactly that scenario in the video. All of the surrounding impermeable surfaces in the neighborhood above probably added to it as well. Water has to go someplace when it rains hard. A perfect storm of bad urban engineering right there.
