Deport the illegals. Then if we decide we want more immigrants we can expand the immigration quotas and/or build a guest worker program which enables the workers to come work and then return to their families without a hassle. It may be that we should double or triple the existing immigration quotas. But that's a choice for us to exercise based on our own interests, not a choice for all would-be immigrants to impose upon us against our will.

As for the question of illegals taking the place of legals, I think illegal immigration figures heavily into where we have set our immigration quotas. If we needed more workers we'd expand those quotas. If we need fewer workers we'd reduce those quotas.

I’ve always been in favor of a tightly controlled temporary work visa program.

I never considered it an either-or choice. I think we should do "both".

I'm also pretty confident that if we run out of cheap labor we can and should adjust our immigration programs to suit, so I'm really not worried about the prospect of running out of cheap labor. And sure, maybe we SHOULD favor the admittance of more illiterates from the Americas for their low-skilled labor over the illiterates from other 3rd world nations. We certainly share a lot more in common with them on the cultural level.
