Neither pipeline was active. In fact, the 2nd line was rejected by Germany and was never going to provide gas.

So what's the strategy? Blow up a non-active line to change nothing?

Germany rejected the 2nd line and it was never going to provide gas to Europe.
I think that the use of Nord2 in the future was still a possibility. If you read, it def.doesn't seem like a certainty that it would never be used.
