The kid in this article is 8 (so he might be in the 2nd grade) , and he lives in a mostly black town. It's quite likely that his parents had their opinions about the local education system and its problems prior to having any recent experience with it. The events that set the mom off were in a private preschool, not a public school.

The article says she quit her job of 10 years to be a stay at home mom, and that she has 3 kids. If we're to believe the reason she quit her job was because of the racist education system that's great, but I'd be curious about what kind of job it was she had ('cause it apparently wasn't impressive enough to make mention in the article) and how having to pay for daycare for 3 kids instead of just one kid was in no way a contributing factor to their decision.

5-10% of 2M = ~200,000 students at the upper end.

With that said, I think it's great that these parents have assumed this much responsibility for educating and socializing their kids in an environment they can control.

Elementary & High School Education

According to the U.S. Department of Education there where 8,166,353 Black children attending public school and 430,972 in private schools in the United States during the 2009-2010 school year. Of those in public school 488,233 are enrolled in charter school meaning there are now more African American children in charter schools than private schools.

Of the more than 8 million Black public school students, 76 percent attend schools inside urbanized areas which include both city and suburban districts. Fifteen percent are in Towns which are defined as built up areas outside of urbanized areas with populations of less than 50,000 and greater than 2,500. More than half (57%) of Black public school children live in the South which is only slightly higher than the percentage of African Americans in the south as a whole (55%).

Private Schools

A large majority (75%) of African American private school students attend religious schools. The largest group, 35% are enrolled in Catholic schools which is interesting since only 5% of African Americans consider themselves Catholic. This has more to do with the fact that Catholic schools are usually the most affordable alternative to public schools. The 18% that make up the ‘Other religious’ category consist of non-conservative Christian groups as well as Jewish, Islamic, and other religions.

Charter Schools

The charter school movement has been growing nationwide for more than a decade. These schools are responsible for educating a growing number of the African American student population. During the 2009-2010 school year there were 488,233 African Americans attending charter schools compared to 113,792 during the 1999-2000 school year. Despite the media focus on Black inner city communities just over half of charter schools are located in cities and only 30% of charter school students are Black.
By my count, 918,000 black students in private and charter schools / 8.168M black students nationwide = 11+% of the total.

But according to this article we're supposed to believe that the trend in the black communities to favor private and charter schools has different motivations than the trend for black homeschoolers, which comprise a fraction of the kids being educated outside the public school systems. On the say-so of the African Studies professor quoted in this article.

Occam's Razor - most people opting out of the public school systems are doing it to provide their kids with a more controlled environment and a stronger education. For every black parent that's trying to get away from white teachers I think its safe to say that there are parents of all races trying to get away from the student body of the local public schools.

I could see it in certain rural and suburban areas where there are no practical alternatives to a poorly performing or uncivil school environment. In the big city you can commute to another school if you're having problems at your local, but there are fewer choices for families living in more sparsely populated communities.
