I understand it's not Commander in Chief, nominating an SC Justice, or signing legislation, but it's effective use of the Presidential bully pulpit to lead response at the citizen level. To encourage good behavior among the dumbest, most easily led, who look to figureheads for this kind of guidance.

I doubt it. Even if he wins, which I still think is close to more likely than not, this was a tactical failure without a broader purpose, because he downplayed Covid and decided to be a partisan asshole rather than affect being above it all for Merka. Which Bush/Rubio/Cruz/Obama/HRC/Kasich would all have done rather easily.
