Mail in: voter does not request ballot, and county just mails everyone on their registered list a ballot, and hopes for the best.
NY STILL has some primary voting results undetermined due to not being able to validate almost 25% of ballots in some districts. 1000's of ballots had to be thrown out due to minor errors. They voted in June.
Most cities, counties and states are NO WHERE NEAR prepared for the onslaught of ALL mail-in, let alone absentee, voting.

People die. People move. People go to jail. Duplicate registrations. All sorts un-kept records on voter registration. I doubt they're audited every 2 or 4 year election, unless a manual count is required for very close races.
In small rural areas, the totals are probably not meaningful. But in larger metro areas, 1000's of ballots can be disqualified if irregularities found. NY is dealing with this now, 6 weeks later.

I agree we should start making absentee and/or mail-in voting more easy, but more importantly, more verifiable.
Most states are not ready yet to handle this on a national scale, and expect reliability, consistency, expediency and most of all, ACCURACY.
