Well, since the Obama administration made one of the largest arms deals in history with the Saudi Kingdom and sold them something like $110 billion in U.S. weapons, including aircraft, helicopters, and air-defense missiles, it would seem reasonable for the Saudis to expect training so they can use those billions of dollars worth of aircraft/equipment.
