I saw motorcycles in Europe with that same design back in 2002 and after the WTF? ... I had the same question Why?

That is the worst of both worlds (car and motorcycle) without as much benefits either provides.
As for the original question, I'd guess:
1 Never have enough toys.
2 Electric!
3 Different!
4 Salespeople sell the sh!t out stuff.

Electric bikes are under the radar right now as far as compliance goes. Most bike trails have a "no motorized vehicles" policy, but you see these electric bikes going 30mph down the trail.
Any second now, a kid on the bike trail is gonna get plowed by an electric bike, and there will be no more of that.
