I can't believe I'm about to say this, but yes.Governments can make all the rules they want about who gets to cut in line. It won't make much difference. Logistics is the deciding factor in these vaccines. If an infrastructure organizes to store and administer the vaccines, and to schedule and handle the crowds, the people living around the infrastructure will get vaccinated first. Governments which outlaw this natural fact will throw away vaccine unused. People will get vaccinated at much slower rates, resulting in higher hospitalization and death rates, even for the intended first recipients.
