Because there isn't a single new law needed. Start by enforcing what's already on the books and get back to me in a decade or two. In places like New York, Philadelphia and Chicago the majority of individuals picked up by the cops for gun crimes are let out immediately on bail. Then they don't show up for court and are on the street with warrants. Meanwhile they commit more crimes. Stop and consider that last weekend's Philadelphia shooting would not have happened if the central character had been in a jail cell instead of out on bail for a previous gun crime.
