Again, it comes down to their actions. Were they actively encouraging and partaking in more chaos than what was already happening?If you apply the same pay-for-chaos logic to street gangs.... is it the Feds who are puppeteering gang violence because they have paid informants? Or are they just paying select members of a group for information from groups who are going to commit the crime anyways?
