California never go out of a state of emergency
I don't think it will. The new Californians have below-average IQ judging by our NAEP scores. The remaining ones from the previous generation want to be coddled until death. Then there are the childless, middle-aged bureaucrats and "teachers" who manage both groups of people through an intricate system of tax and welfare farming. The people are smart enough to operate the machinery of bureaucracy but suffer the curse of the midwit which causes them to mindlessly follow elite consensus like cud-chewing ruminants. People with brains and talent[1] have been leaving over the past 20 years and having kids in other states. The last holdouts have moved in the past 18 months or are moving now. It's crazy how dumb everyone in this state is now. Just go to Costco and observe the people waddling around there. The scary thing is the next generation will be an order-of-magnitude dumber.
The point is, if you want to stay in this state, you'll have to find a way to be OK with policies that are geared towards the constituencies above. The other 35% of us are going to be ignored.
[1]There are still some research facilities and big tech conglomerates that haven't moved, but they're turning into places you do a short post doc stint at until you build the experience to move out and work remotely. This will probably be a good thing for science since
big bureaucratic science has ossified and it needs to be jump-started by independent researchers with budget constraints that demand ingenuity.
