I'm heading to Oahu in August and we're planning to stay on NS. I know. I know, no waves in summer.
But we're looking for something laid back and can drive to town if there is swell.
Recently read that Airbnb type rentals are illegal outside of tourist areas.

Anyone have experience?

Kind of. There's a registration/lottery process and taxes they're supposed to pay and a series of restrictions that have gone in as far as minimum length of stay - some of which are currently being enjoined in litigation - but the upshot of it is that people still rent Turtle Bay condos for short term rentals and you can probably still find an Airbnb or VRBO elsewhere on the North Shore without too much hassle.

If you're staying longer than 30 days the legality isn't an issue anymore unless the more restrictive ban that Honolulu is trying to push through makes it out of the courts unscathed.

You could also stay around the east side if you want laid back.
