I see what you are saying, but the entire American West is the top down overhaul of a desert ecosystem under near unlimited federal power. The Newlands Act and the Bureau of Reclamation it created are as close to socialism as this country has ever come. In fact, it is just straight socialism. And the west today would not exist without it. Every single politician from the west, Democrat or Republican, has fought tooth and nail to defend it, because without it there is no American West. There's just a big, mostly empty desert. It is the height of irrationality, it was bound to come down sometime, and guess what? We are alive in that time.
There are good and bad types of socialism. There are a range of outcomes. In the limit, you can have this (which would be bad for our slow readers):

That article is from March. Grain shipments from Ukraine have restarted, the price of wheat is dropping, the sky hasn't fallen. Yeah, there are challenges, but we're working on 'em.

California and the west in general is screwed if we have another dry winter, though.

An intense drought is shrinking rivers across Europe, revealing stones carved centuries ago to give future generations a warning of hard times ahead.
The Miami Herald reported that locals said the centuries-old boulders, known as "hunger stones," reappeared last week as rivers in Europe ran dry due to drought conditions.
One such stone is on the banks of the Elbe River, which begins in the Czech Republic and flows through Germany.
The boulder dates back to 1616 and is etched with a warning in German: "Wenn du mich seehst, dann weine" – "If you see me, then weep," according to a Google translation of the phrase.

I had to cancel my afternoon dirtbike ride because it started pouring as soon as we finished our MTB ride down Pike's Peak and didn't stop until after dark. Head upstream I tell ya, plenty of water here. No waves but a 7,500ft descent after being shuttled up will put that out of your mind.
