It was a joke, unless you think they'd choose you over someone else. Then it's truly arrogant.
According to wiki, 5000 western tourists visit NK per year, with another article showing that roughly 10% are from the states. Also according to Wiki, they’ve imprisoned 1-2 Americans almost every for the last decade. I don’t think they would single me out, but I also don’t like those odds, considering the consequences.
Laura Ling (sister of Lisa Ling from CNN) was literally kidnapped in China and dragged across the frozen river that borders China and NK, followed by close to a year in prison there. So yeah, they seem to have no problem with that sort of thing.
