If I left California, I would leave the US all together. Luckily, I'm an international mutt, with multiple citizenships. I would probably declare Montenegro or Serbia as my country because income tax is only 10%, but live mostly in Costa Rica or Nicaragua. The problem with US citizenship is you have to declare all foreign income, so you can't avoid taxes. It's better to expatriate your US citizenship. There are a few countries that allow you to buy citizenship. Montenegro offers citizenship by investment. You buy into a real estate development, like a hotel, casino anything that produces jobs for $100K, you get citizenship. This is why that country has sky rocketed as a foreign investor tax haven. It's like Monaco for the new mafia. Uruguay also looks awesome, low taxes at 12% max, after 5 years residence you can get citizenship, plus it has surf.
