Saw Paco de Lucia live 4x before he checked out.
For rock tone, BIlly Gibbons comes to mind.

very lucky. I caught him once in Berkeley

he had a flamenco dance troupe with him and a couple
of amazing percussionists.

it was almost surreal how much complexity and sound they
got out of so few instruments.

You're lucky to have seen him once. Every show you never really knew what you were in for. I got a lot of "Who?" when mentioning I was heading to LA to see a Paco show.
Last time I saw him in '12 or so (Walt Disney Concert Hall ), it was super dance heavy. One dude stomping like crazy.
I saw him at UCLA during his Costitas Buenas album and they played most of that, crazy good vocalists and a smallish venue.
First time was his sextet in the 90s, 2nd row seats at the Wiltern. Electric bass, other guitarist, percussion, vocalists, wind instruments.

I like a wide variety of guitar playing but if I could chose a popular guitar player who's got the best tone I'd go with Brad Paisley. I love the tone he gets from his Teles and strat through those Z-man amps.

PS: Igor Presnyakov blows everyone on the rock and country scene out of the water and he does it on a miked up acoustic.

If you're really into guitar check these two out.

I love those two. I forgot that I wanted to look up a bunch of their stuff. I have a list of music to look up in my memos app on my phone, it must be 100 bands long by now.

Paul Kossoff, No pedals or efffect, just plugged straight in.

Goddamit, he's the third guy I meant to put on the list. He might be my favorite over the first two I listed. Didn't he just plug into a dime plexi and use his volume and tone knobs to get different sounds?

Also, I love Leslie. He had the same approach as Kossoff. Plug and go. Les Paul Jr. is all he needed to get those early sounds.

Also:

Chuck Berry
Sister Rosetta Tharpe
BB King
Roy Buchanan
Roy Orbison

I may get laughed at for this but I love Steve Jones' from the Sex Pistols' tone. Just pure fender tube breakup.

I think we can all agree there are too many amazing people to list, but let's keep trying anyway.

I think this song is arguably the best of the Layla LP and just amazes me every time I listen to it. Listen to the guitar chords at the end of each phrase, kind of a ringing sound. The tone seems like its unique to this one song.
