I don't know whether or not the carjackers took a shot after they stopped, but if they did then that presents a direct threat to the civilians nearby which cannot be allowed to continue.

I've got far more basis for the assumptions the cops would have been compelled to make that the rempage could continue than you do that it couldn't have continued. Their previous actions being significant to that equation.
There's no rush. Nobody knows "all" the facts but we know a lot of facts.If they could have they would have.
I don't know why everyone can't just sit back and wait for more information to come out. What's the rush? I don't know all the facts so I don't know how it's going to play out. But I do know there were other considerations in play that several of you weren't aware of and hadn't considered prior to coming to a conclusion.
