Ummm, if you mean "Left it out in the full sun for a year to allow UV to degrade the plastic more, making it more brittle so that it would microscopically flake off which could allow it to be taken up more easily by the plant' then yes, this is how it is done.Left it out in the full sun for a year before growing anything in it to let the plastics leach out....

Remember the old car vinyl seats and dashboards that would getting shiny and slick feeling when the car was hot when left in the sun and eventually the material would crack? All it really means is some of the chemicals that make up the material are leaching out, some faster than others. That happens less obviously now-a-days due to better chemistry, but it still happens... phthalates are mainly what they were/are.
