No, the free market approach is for her to shop somewhere that the clerks wear masks. If no such place exists, use instacart. Or use an actually mask that works such as an N95/99/100 or supplied air instead of a crappy bandana, if you insist on entering businesses that don't comply with YOUR standards.

While I don't really care about having to wear one if it's mandated, it is a non-zero pain in the ass. But how can you give a f--k what someone other than you is wearing? Are you a fashion blogger?
My concern is not the individuals wearing masks. What it shows is how insidious and misleading the messaging that comes from the media and our public health agencies is. Which has lead to unnecessary mandates that drag out well past their expiration date.
