I figure anyone running their own UST testing (or pressurized tank/line/etc testing) firm would be able to figure something out, but a job transition is an interruption and that would still be money off the plate for a bit, right? Though what I don't know would fill books, so.....I’d do something else.
BTW, all the regs that make people have to hire me were put in place with urging of lobbyists for Shell and it - by design - put all of the ma and pa retailers out of business. Exactly like what is described in the video i posted.

CARB came about through air pollution and people wanting to do something about it (for better quality of living). Doesn't surprise me an enterprising entity like Royal Dutch Petroleum dba Shell would figure a way out to get back the service stations that they had franchised out. Creative humans figuring out how to turn things into their favor leads to unintended consequences since forever. I don't know how we'll ever get away from this...damned if you do, damned if you don't.
