With package deals making wings so cheap, no reason to go used for wings to learn.
BOARD:
Your weight in KG +20. So you're looking in the 110-120 liter range. (wetsuits are heavy) I would go 110. But the 125 will let you learn a bit faster and then you sell it and move to a 85 liter board.

That's just one option. I'm sure there are plenty. Used is fine for the big learning board. The orange F-one Rocket wing ASC boards seem to let people learn easily.
FOIL:
Lots of options here. Since you primarily want to wing. 85cm mast. Or 90cm is fine too. 75cm is what you would use for surf foil when the water depth is an issue. Winging you want a little extra room though.
I'm going big on the front foil size. This will get you up in lighter wind, be more stable and let you progress quicker.

I ride the 75cm mast with the m800 for surf foil and the swift 230 for lightwind winging. I wish I had the 90cm mast for winging, but I make due.
The used market is crazy good now. Gotta look around a bit, but deals to be had. This is on my local whatsapp in LA, but more of a surf foil setup.
If you're up by hood river I'm sure there is lots of good beginner wing gear.
