Mental health is a big issue and needs to be addressed. This guy was on a mission, I'd wager that if he didn't have guns, he would have fire bombed the place.
You want to reduce gun violence? Change the law. Make the punishment for using any type of gun to commit ANY crime, life in prison without parole.
Probably won't stop the physcos though, they tend to off themselves after they've done their damage. But it would drastically reduce gun related crime and violence.

All guns are deadly. Start taking the people using guns to commit crime/violence off the street forever and you have fewer people on the street that are prone to use guns for crime and violence.
