SAN FRANCISCO (AP) - Youth advocacy groups say a 15-year-old boy charged with raping and killing an 8-year-old neighbor in the California city of Santa Cruz is too young to understand what he is accused of doing.

There are so many variables that can prevent violent crimes. Life is a big "woulda, coulda, shoulda".
