Fully open means no more state mandated closures.
You want to wear a mask and keep getting takeout you are free to do so.
By that rationale Florida and probably a dozen other states never closed. South Dakota?

Florida's coach was pitching a bitch back in October because the Governor said the state was "open" and the University told the coach to go fuck himself when he wanted the stadium full.

Every other closure we had was local. Beach closures by County, for example.

My point is not every restaurant or bar in Florida is choosing to open for more than takeout in spite of being able to do so, for months now, and not every venue is choosing to be anywhere near capacity, plenty of places that are "open" aren't attended.

I don’t weigh heavily what type of government a state has in determining its livability.

1. is there surf?
2. Is there mountains?
3. Is the weather good?
4. Is the food good, healthy? Mexican food?
5. What are the people like!
6. Cost of living?
7. Politics?

Texas is so so on the bottom 3 on the list. Not enough to offset the absolute zero it gets for 1-4.

As for Texas politics, they are way too socially conservative for my tastes.
So I guess mask wearing is not government tyranny anymore, if the surf and weather are good.
