It's part of the tools law enforcement has available to them. In El Paso's case it serves as a way to funnel illegals to easier to manage points, or even to other areas outside of El Paso.

Juarez Mexico off an on is one of the most violent cities on earth. Why wouldn't you want a barrier separating it from the US?

They are even better in non populated areas. The barriers should be used to funnel illegals to areas that are either a real pain in the ass to traverse, or easy for law enforcement to control.
