Is it being pulled or dropped?

In my dream, you would fill tanks under water with air, lifting it. Then release the air and gravity would do your heavy lifting (dropping) for you.

Stab article says it's filled with rocks. So I imagine gravity is dropping it. Air pressure to lift it? Apparently a gasket blew. Not sure if it's broken beyond that.
