I would be hesitant to place too much emphasis on "prevailing values", since they shift with the prevailing wind. Not long ago the "prevailing value" in America was that legally-enforced segregation was a good idea. Or that women shouldn't get to vote. Or that liquor should be banned. It wasn't long ago that one of the "prevailing" values in central Europe was that Jewish people were a threat to everybody else, and should be herded into ghettos. And so on.
It's better to establish a set of very basic values and stick with them over centuries.
People are stupid and easily led, which is why we have a republic and not a direct democracy. The founding fathers were smart, and made it hard to change the Constitution so as to avoid shifts in the prevailing winds.
