Courts today have wrongly interpreted the 14th Amendment as saying that anyone born in the U.S. is naturally a citizen. When Harris was born the courts interpreted that the 14th said nothing of the sort. So naturalization rested on lower law. The lower law said that children of foreigners are NOT citizens.

Kamala Harris was born to two parents who were foreigners. She never went through the naturalization process.
